On Wednesday, Jack Straw had talks in Madrid with his Spanish counterpart. Not surprisingly, the subject of Gibraltar was on the agenda. Some of the coverage in today’s British papers implied that Spain has started a climb-down from its claim to sovereignty over the territory.

As a frequent traveller through the South Atlantic Remote Territories, I have become aware of an increasing problem with bunkering the vessels that take me to places like South Georgia, Tristan da Cunha, St. Helena and Ascension Island. Once topped up in Stanley, there are no other places to fill tanks until a vessel reaches the Cape Verde Islands in the North Atlantic Ocean. Now there can be hope of a workable solution.

The Falkland Islands Holdings plc (FIH) board have announced that an offer will be made by Dawnay, Day Corporate Finance Limited on behalf of FIH for the whole of the issued share capital of the Portsmouth Harbour Ferry Company plc (PHFC) not already owned by FIH on 06 October 2004. Originally, the offer consideration comprised 7 new FIH shares for each PHFC share or a part Cash Alternative of £25.00 in cash and £8.50 in loan shares (i.e. £38.50) each PHFC Share. The loan notes would be redeemed in instalments over four years.

The draft of a new constitution for St. Helena was published in July. It’s a long document, which guarantees the rights and freedoms of St. Helenians and sets out the powers of the Governor, Executive, Legislature and Judiciary.

A meeting of Legislative Council took place in the Court and council Chamber of the Town Hall at 1030am on Friday, 01 October 2004. The venue began with prayers by the Rev. Paul Sweeting of Christ Church Cathedral. Once prayers were completed the minutes of the Legislative Council meeting held on 30 July 2004 were confirmed and signed by the Speaker, Mr. Tim Blake. There were no objections or amendments to that record.
