Despite cold, blowy and sometimes snowy weather, 92% of the registered voters in the Falkland Islands cast a ballot in the Referendum.

In 2009 a new Constitution was adopted for St Helena (and for Ascension and Tristan da Cunha). It brought many changes, which seem generally to be thought to have been improvements upon the previous systems, which dated from 1988.

On Tuesday 12th June 2012 the Falkland Islands Government announced its intention to hold a referendum, in order to enable Falkland Islanders to express their view on the political status of the Falkland Islands. Greta Pat Musk MBE JP has been reappointed today as Sheriff of St Helena by Acting Governor Owen O’Sullivan, in the Governor’s Office at the Castle (pictured). This reappointment will take effect from 1 January 2013. The Sheriff’s Prescribed Oaths were taken before the Acting Governor.

EXCO sat this morning to consider a number of agenda items. Before we entered into the main substance of the meeting, we had a discussion about the recent re-structuring of SHG. I made it clear that the plans provided to ExCo last week were to inform Elected Members, as we already have a clear mandate under the MoU to take this work forward. Further information will be provided both internally in SHG and to the public as the re-structuring progresses.

Whilst this will be the fifth FIG budget I have been involved in preparing this is the first time I have presented a budget to the Assembly. Hopefully this process will have run as smoothly as it has for my predecessors. This is also the first year that the Budget Select Committee has begun its deliberations earlier in the year. By establishing this Committee in February the process has been streamlined and Honourable Members have been able to make decisions in a number of meetings over a three month period rather than the informal process previously in place.

This Bill initially came out for public consultation between May and July 2010. The Home & International Committee were pleased with the level of interest but delayed any further work pending the outcome of the recent review of the islands Media Services. By the Rev Dr Richard Hines: During the period 19th to 25th July an important opportunity exists for anyone interested to learn more about and participate in some introductory training in basic Human Rights. The project is an initiative sponsored by the UK’s Commonwealth Human Rights Institute and the Foreign and Commonwealth Office, and being made available to all the UK Overseas Territories. It follows on from a previous round of human rights training which took place in March 2010.

Matthew John NEWTON, 24 years, has today been sentenced at the Supreme Court to a total of 3 years imprisonment after previously pleading guilty to three offences of sexual activity with children aged 13, 14 and 15 years committed between 2005 and 2008.

Seventy year-old Colin George MacDonald has been found guilty, following a three day trial at the Supreme Court of the Falkland Islands, of three counts of rape, an attempted rape and two indecent assaults, committed against children under the age of 13 spanning a number of years from 1967 to 1977.

The only agenda item was about the revision of fuel prices. It was an Information Paper that arose from the decision at the previous EXCO to flex fuel prices to reflect importation costs. In the light of that earlier paper, prices had changed on 4th June to 80p per litre for diesel (6p up) and £1.30 per litre for petrol, (6p down).

The United Kingdom has firmly rejected the issuing and promulgation of Presidential Decree 256/2010 and Disposition 14/2010, pertaining to authorisation requirements placed on shipping to and from Argentina, the Falkland Islands, South Georgia and South Sandwich Islands and considers that Presidential Decree 256/2010 and Disposition 14/2010 are not compliant with international law, including the United Nations Convention on the Law of the Sea.

Government House has reported that the 29 packets of cocaine seized by Falkland Islands authorities from the fishing vessel Ventura on 30 October 2008 that were secured as evidence in a double- locked police cell at Stanley Police Station pending the court hearing have been tampered with and 23 of the packets were missing.

Today Jesus Carballo Martinez, 26 and Rogelio Curras Pastoriza, 41 from Galicia, Spain have appeared before Senior Magistrate Claire Faulds for importation of 30.6 kg of cocaine on Thursday, 30 October 2008 Jesus Carballo Martinez pleaded guilty to the charge, while Rogelio Curras Pastoriza did not enter a plea but sought legal representation.

In 2005 a draft new Constitution of St Helena was prepared. It would have introduced a system of ministerial government. But the people of St Helena rejected that proposed change in a consultative poll. In doing so they also rejected a great deal of potential improvement that had nothing to do with ministerial government.
