Plans to put Public Utilities under New Management Arrangement

The St Helena Government is looking to put public utilities under a new management arrangement.

As part of Government’s divestment plan, this exercise should see the establishment of a new Government-owned company to manage electricity, water, waste water and solid waste. Electricity, water and waste water are currently managed by Infrastructure and Utilities while solid waste is managed by the Health and Social Welfare Directorate.

If the proposals go ahead, the new company could take over operations by 1 April 2012  and government would still need to subsidise the company for a good while.

Initially, Government would own all shares in the new company. However, the intention is that over time, these would be sold off to private sector investors. Eventually, these investors would become the majority shareholders and the company would be private sector owned.

The Infrastructure and Utilities and the Health and Social Welfare Committees’ are discussing the proposals and the public will receive further updates over the coming months.

David Thomson

Director Infrastructure and Utilities
