On 1 April, the St Helena Government will introduce its new directorate structure.

On 1 April, the St Helena Government will introduce its new directorate structure.


 


Gillian Francis, Acting Chief Secretary said “the new structure is part of the rationalisation of public service activities that should lead to greater efficiency and effectiveness. In this regard the new structure will evolve over time as SHG implements its Divestment Plan and continues to review functions and activities.”


 


Under the new structure, Departments will no longer exist. Instead, SHG will have 10 Directorates.


 


The Access Directorate, which includes air access and shipping will take on responsibility for Port Management and will be led by Sharon Wainwright. She will report to the Governor along with Peter Coll who will lead the Police Directorate.


 


The Agriculture and Natural Resources Directorate will be led by Darren Duncan who will report to the Chief Secretary, along with Lilla Oliver who will lead the Education and Employment Directorate. In addition to its current work, Education and Employment will be responsible for training for the unemployed.


 


The Health and Social Welfare Directorate will be led by Carol George who will also report to the Chief Secretary. In addition to the work it does, this Directorate will take on social security and social housing. The Community Work Scheme will stop on 31 March but income-related benefits will continue to be paid to those in need.


 


The Human Resources Directorate will be led by Barbara George, the Strategic Planning and Policy Directorate by Susan O’Bey, and the Infrastructure and Utilities Directorate (previously the Public Works and Services Department) by David Thompson, who arrives on 3 April. These Directors will also report to the Chief Secretary.


 


The Development and Economic Planning Department has been restructured to form the Directorate of Corporate Procurement which will be led by Dr Corinda Essex who will report to the Financial Secretary.  The Directorate will be responsible for the coordination, management and monitoring of all procurement activity within Government and will be responsible for securing and managing donor funding. The existing Project Planning Section and Statistics Section will form part of the Directorate, together with a new Section that will be shortly established to deal specifically with procurement matters.


 


The Finance Directorate will be led by Tony Kilner who will also report to the Financial Secretary. The Directorate will continue to be responsible for finance work and the Post Office, and will take on the newly established Customer Service Centre.


 


Other sections of Government will exist outside of the Directorates including the Attorney Generals Chambers, which will report to the Governor.


 


A Secretariat replaces the Office of the Chief Secretary and will be led by the Deputy Chief Secretary, Gillian Francis, who will report to the Chief Secretary. In addition to current work, the Secretariat will initially assume responsibility for the Environment Section, the maintenance and development of social housing, crown estates management, planning and development control. The Secretariat will also provide administrative support for the Attorney General’s Chambers and Judicial Services.


 


The Saint Helena Audit Service will be led by Chief Auditor, Colin Owen who will report to the Governor and the Internal Audit Office will be led by the Head of Internal Audit, Helena Bennett, who will report to the Chief Secretary.


 


The Tourist Office will be led by the Head of Tourism, Pamela Young, who will report to the Tourism Development Executive. When appointed, the Chief Executive for Economic Development will have overall responsibility for tourism, and will report to the Governor.


 


While the new structure will take effect from 1 April 2011, some of the physical moves will not happen until later in the financial year.
