Harry Shutt, an Economist for the St Helena Government arrived on 11 January.

Harry Shutt, an Economist for the St Helena Government arrived on 11 January.


Harry will be working on a short-term contract of 3 months with the Strategic Policy and Planning Unit (SPPU). The SPPU provides support to Councillors and departments on policy development and strategic planning.


 Head of the SPPU, Susan O’Bey said:


“SHG is in the process of recruiting another fulltime Economist to replace Phil Spiers who left SHG upon completion of his contract in December. In the meantime Harry will be a very welcome addition to the SPPU particularly as we begin the implementation of the Reform Programme laid out in the Memorandum of Understanding.”


During his time on the Island Harry will provide economic advice and analysis to SHG that supports the achievement of the strategic objectives.  Harry will also work with the Economy and Finance Committee to investigate the feasibility of establishing a Competition & Monopolies Policy, for St Helena. This relates primarily to SHG’s policy not to compete with the private sector and also how SHG could potentially regulate monopolies. This work will need to be closely aligned with other reviews related to establishing an investment-friendly environment on St Helena, particularly the ongoing reviews of Immigration, Investment, and Land Disposal Policies.


Harry has extensive experience in the economics field and will work closely with Councillors and Officials during his time on the Island.
