Procedures for Businesses to be included on Select Lists of Tenderers
At the Legislative Council meeting on 2nd August 2010, the Financial Secretary gave an undertaking to publicise the procedures for businesses to be included on select lists of tenderers.
In accordance with Contracts Regulations, contractors will be invited to apply to be included on select lists of tenderers; this is published in the local papers and on local radio on an annual basis. Contractors can also apply at any time to the department where their skills are best suited to be included on the lists. The Head of Department will assess if the contractor has the relevant skills, if they are financially viable and if they have a good track record. Select lists of tenderers will be recommended by the Head of Department to the Tender Board for approval. Lists will be reviewed by the Head of Department and recommended for approval to the Tender Board at regular intervals of not less than 1 year, however, this can be done at six monthly intervals if the Head of Department so wishes. At least four weeks before each review, each person whose name appears on the lists will be asked whether they wish their name to remain on the list and the cycle of inviting applications for inclusion on the lists recommences.
Select lists held by any department can be inspected on request by any member of Government or any other interested person.
Any appeals from persons about not being included on a ‘select list’ should be referred to the Chief Secretary.
