St HELENA EXECUTIVE COUNCIL MEETING

10 July 2007

In the open agenda part of the Executive Council Meeting held on Tuesday morning 10th July 2007 in the Council Chamber four items were discussed.

These were memoranda concerning: Road Traffic (Amendment) Bill, 2007; Immigration (Amendment) Bill, 2007; Administration of Justice Bill, 2007; and Airport Development (Amendment) Bill, 2007.

All of these Bills were approved by ExCo. They will now be printed, published and presented at the Legislative Council meeting due to commence on the 27th July.

With regard to the Road Traffic Amendment Bill, the issue of Quad Bikes and parking was raised. It was agreed that this issue needs to be addressed separately.

For the Immigration Amendment Bill a clause was introduced to the Draft Bill which allows people to obtain a certificate of status; concerns were raised about children born after 1999 not being able to purchase land. The Attorney General pointed out that this was not an immediate priority as the children were not as yet old enough to purchase land. Therefore there was still enough time to address this.

Concerning the Administration of Justice Bill an amendment was raised to include a clause to the effect that Lay Advocates are not able to convey land unless they are licensed to do so. This amendment was not passed and the bill was reverted to its original draft to be presented at LegCo.

The Airport Development (Amendment) Bill raised no issues and was just passed.
