Governor Clancy Makes
Various Appointments
Governor Clancy has made a number of appointments, which includes an Acting Administrator of Ascension Island, Chairman and Members of the Bank of St Helena, and a Secretary to the Land Planning and Development Control Agency.
While the Administrator, Michael Hill, is away from Ascension Island, the Governor has appointed Nicola Kerslake, Director of Financial Services to be Acting Administrator of Ascension Island. The appointment runs from 13 October to 7 November 2006, and has been made in accordance with the provisions of section 2 of the Ascension Island Administrator Ordinance and section 18(1) of the Interpretation (Ascension) Ordinance. This is not the first time for Nicola to serve as Acting Administrator. The appointment has been made because Administrator, Michael Hill was on a familiarisation visit in St Helena. He left St Helena on 23 October 2006 for return to Ascension via Walvis Bay, Johannesburg and the UK.
For the Bank of St Helena, Carolyn Thomas has been reappointed Chairman for a period of two years. This is to run from 1 April 2006. Governor Clancy has also reappointed Peter Francis JP, Terrence Richards and Colin Yon JP as Directors and these appointments are also to run from 1 April 2006. These appointments have been made in accordance with the provisions of sections 4(1) and 4(2) of the Bank of St Helena Ordinance, 2003, and after consulting with the Competent Authority. John Turner will also continue to serve as a Director.
A further appointment is that of Lucy Cranfield as Secretary to the Land Planning and Development Control Agency and the Planning and Development Appeals Board. This appointment has been made in accordance with Section 8 of the Land Planning and Development Control Ordinance, Cap 66 and the appointment takes effect from 12 October 2006. Lucy replaces Earl Henry who previously carried out this role. Earl Henry’s appointment has therefore been revoked.
