St Helena : St. Helena Executive Council (23/01/07)

At the Executive Council meeting held on 23 January 2007, Council considered a number of matters which included the Audited Accounts for the 2005/06 financial year, a policy to deal with the waiver of Immigration fees, the Order Paper for the Legislative Council meeting commencing 29 January 2007, an Interim Policy for dealing with applications for Licences made under the Immigrants’ Landholding (Restriction) Ordinance, SHG’s Financial Services Policy Statement, the Economic Development Bill, 2007 and a report by the Banking Supervisory Authority.

 


At the Executive Council meeting held on 23 January 2007, Council considered a number of matters which included the Audited Accounts for the 2005/06 financial year, a policy to deal with the waiver of Immigration fees, the Order Paper for the Legislative Council meeting commencing 29 January 2007, an Interim Policy for dealing with applications for Licences made under the Immigrants’ Landholding (Restriction) Ordinance, SHG’s Financial Services Policy Statement, the Economic Development Bill, 2007 and a report by the Banking Supervisory Authority.


 


St Helena National Trust and the St Helena Fisheries Corporation.  Executive Council noted the accounts and advised that they should be laid upon the Table at the Legislative Council meeting commencing 29 January 2007, to enable them to thereafter be discussed by the Public Accounts Committee.


 


Recent requests for the waiver of immigration fees have led to the necessity for a comprehensive policy to be drawn up when considering requests for Immigration fees to be waived.  Executive Council considered and endorsed the policy which will enable Immigration Officers to waive fees within the parameters of the policy, without having to seek the approval of Executive Council, as required in Regulation 14(2) of the Immigration Control Regulations.  The policy will be publicised shortly.


 


Council considered the Order Paper for the forthcoming Legislative Council meeting, discussing and agreeing SHG’s line of response to the various Questions and Motions which have been put forward.


 


The Economic Development Bill, 2007 was presented by the Attorney General and Council advised that it should be printed and published for public consultation.  The Bill seeks to encourage economic development by providing for the designation of approved investors and by granting specified benefits to investors so approved.  The Bill will be published within the next few days.


 


An interim policy to deal with applications for Licences made under the Immigrants’ Landholding (Restriction) Ordinance was discussed and agreed by Council.  The policy will be publicised shortly.  Also considered was SHG’s policy statement regarding Financial Services; this will also be publicised shortly.


 


The Banking Supervisory Authority of St Helena recently submitted a report to the Governor on the Bank of St Helena and its operations during the twelve months ending December 2006.  Council noted submission of the report, and was particularly pleased with the progress in growth of deposits and lending.
