The Memorandum of Understanding was signed today, 20 December 2010, as a formal agreement between the St Helena Government and the Department for International Development. The potentially historic signing took place in the Council Chamber at 1.00pm, in the presence of Legislative Council.

The Memorandum of Understanding was signed today, 20 December 2010, as a formal agreement between the St Helena Government and the Department for International Development. The potentially historic signing took place in the Council Chamber at 1.00pm, in the presence of Legislative Council.
Before the signing our Legislative Council joined in a video link with HMG’s International Development Secretary, Andrew Mitchell, and had a positive discussion about the development of St Helena prior to the completion of the airport. The International Development Secretary then signed the MOU on behalf of DFID and Governor Gurr signed on behalf of the Island.
The International Development Secretary last spoke to Councillors in July of this year, and since then much work has taken place both on St Helena and in DFID to get the MOU drafted and agreed.
The signing indicates that both parties have agreed on what St Helena intends to do to implement the reforms needed in preparation for the airport. It is a wide ranging document and includes a series of undertakings to see through substantial improvements in organisation, legislation, and performance that will stimulate local and inward investment related to the airport and tourism.
After the signing Governor Gurr said “Whether this day is historic or not depends on what happens next, but I am delighted that this MOU presents us with some very clear challenges, all of which are achievable over the next few months. The future of this island and the destiny of our young people are very much in our own hands.”
