Digital TV and Radio - Fact file @ August 2010
There have been a number of questions from Falkland Island residents in recent weeks concerning exactly what TV and Radio services are being broadcast by FIG and in relation to the support for the broadcast services and associated equipment.
This fact file attempts to provide a complete set of answers.
Exactly what services is FIG providing?
The completion of the digital roll out is now complete with the exception of a few known locations in Camp. Dates for these locations have been scheduled with the residents.
TV services being broadcast by SSVC (owners of BFBS), on behalf of FIG are as follows:
• BFBS 1 – Broadcast on channel 801.
• BFBS 2 – Broadcast on channel 802. This service is available during evenings and weekends only, from 6pm to midnight weekdays and from 1pm until midnight at weekends.
• Children’s TV – Broadcast on channel 803. At present this provides a two hour block only of children’s programmes broadcast in the early morning from 5am until 7am. SSVC are in negotiations to secure the rights to broadcast additional hours of children’s programmes.
• SkyNews – Broadcast on channel 804
In addition the following Radio services are broadcast via the TV set:
• FIRS
• BFBS Radio 1
• BFBS Radio 2
It is hoped to add the audio feed of BBC World Service very soon once appropriate rights agreements have been signed.
Are Stanley and Camp receiving the same?
The FIG services provided are identical in Stanley and in Camp.
Are there plans to broadcast other channels that MPA receive?
Whilst SSVC as an organisation are authorised to broadcast more channels to the British Forces at MPA, up to 10 channels are delivered, there are no current plans for FIG to provide more services.
Any such plans in the future would need to consider technical infrastructure, funding, broadcasting rights and local competition issues.
What do I do if I have a problem with receiving the service?
FIG is contracted with SSVC to provide a support and maintenance service for the broadcast services. If anyone experiences difficulties in receiving the service they should contact the SSVC on 32179. SSVC will help you to identify the problem and will advise on what to do next.
If you have contacted SSVC and for whatever reason you are dissatisfied with the support provided, or your service remains affected after a reasonable period of time you should contact Lynn Brownlee at the Secretariat on 28430 or by e-mail to: lbrownlee@sec.gov.fk
What do I do if I have a problem with the satellite dish?
The satellite dish is the property of the home owner where the dish is installed. Authorised use, safe keeping and on-going maintenance is the responsibility of the home owner. Where a dish is shared between home owners it is the joint responsibility of the home owners.
The satellite dishes carry a 12-month manufacturer’s warranty. Should the dishes be found faulty within the warranty period they will be replaced under warranty.
Dishes are robust and provided they are installed well, situated in a non hazardous area and used for the intended purposes only, they should provide many years of trouble free service.
What do I do if I have a problem with the decoder?
In the first instance you should contact the SSVC helpline on 32179 If the decoder is believed to be faulty it should be returned to FIG for replacement under manufacturers warranty. If found to be faulty within the manufacturers warranty period it will be replaced free of charge via FIG. After the period of warranty replacement will be the responsibility of the home owner.
What happens if I plan to move home?
Prior to moving home you must contact SSVC and notify them of your new address in accordance with the viewing card Terms of Issue.
If you live in rented accommodation or in a home provided by your employer, it remains your responsibility to return the card to SSVC when you no longer require the service at that location.
Am I able to use the satellite dish for other purposes?
As per the terms and conditions of usage issued and signed at the time of installation of the dish, satellite dishes have been provided by FIG for the sole purposes of receiving the service broadcast by, or on behalf of FIG. Use of the dishes for other purposes is not authorised.
In the event that dishes are modified in some way or used for other purposes FIG will not be able to guarantee on-going support in relation to the services broadcast by, or on behalf of FIG.
Am I able to use the decoder for other purposes?
The decoder is only authorised for use with an SSVC viewing card. Should the decoder be used for other purposes other than receiving broadcasts provided by, or on behalf of FIG, then FIG will not be able to guarantee on-going support in relation to the services broadcast by, or on behalf of FIG.
Where can I get details of what’s on?
Details of what’s on can be found in the following ways:
•Via the Electronic Programme guide (EPG) via the TV set
•Via the internet at www.bfbs.com/tv/whats on tv.php
•Via the Penguin News (at present this is limited to
BSFB1 but hopefully will be expanded)
What is happening when the screen is black on some channels at certain times?
This will be because no service is broadcasting at that time. For example Children’s programmes are currently only broadcast for 2 hours in the early morning. For the rest of the day the screen on channel 803 will be black.
There will also be times on BFBS 2 where the screen is black. This should not happen very frequently but when this does occur it will happen in-between other programmes and is because the scheduled programme does not have broadcasting rights secured for transmission.
When this does occurs there will be an announcement or an on-screen display to indicate that this is the case.
