THE MANIFESTO OF NORMAN CLARK

HEALTH & EDUCATION

We must continue to provide our Community with a competent Health Care Service.

I would also support the reintroduction of the Medical Service Levy.   Together with the appropriate legislation to ensure it was used for it’s prime purpose.

I believe, we should explore the possibility of investing Government Funds in a Medical Facility in Chile.  This could benefit our patients, and has a potential to secure income, any returns from which, would be reinvested in our Health Care.

Health awareness is improving within the Islands. I do feel however, we could do more, with preventive medicine and practice.  By introducing a basic Annual health check for everyone.

EDUCATION

Children are our investment to our future.

They are entitled to receive, a high standard of education, befitting the current and future needs, of the community, by attaining the appropriate qualifications, to benefit the community.

The comments, I have already made, regarding the number Contract Officers, is a reflection I believe, on the disjointed communication between our Educators and our Employment Providers. If indeed there were any communication.

There is an urgent need for some real joined up thinking in the area of Career’s.

THE ECONOMY

WHILST I, AM, VERY MUCH AWARE, OF THE GRAVITY,OF THE CURRENT WORLD, RECESSION

ALONG WITH, THE, PRUDENT BUDGETING, THAT ENTAILS.

The current child benefit scheme is not fit for purpose.

Unemployment at the moment stands at 27 many of whom are young folk.

Work Permits currently in circulation in Stanley number 366 Full Time & 43 Part Time

With the current economic situation and the freeze on Civil Service Salaries, together with Old Age Pensions.

It would seem, wholly inappropriate, for Councillors Forming the next Legislature to receive any increase in their Allowances.

Concerning allowances, I would have, all expenses of Government officials, published on a monthly basis

GOOD GOVERNANCE, IS NOT A BUSINESS !

IT IS ABOUT PEOPLE AND COMMUNITY.

THE CAMP

WE NEED, TO ADDRESS, WITH SOME URGENCY, THE REPOPULATION OF CAMP.

LET’S STOP, PAYING LIP SERVICE, TO THE SITUATION.

SOME OF THE BASIC ISSUES, LIKE OBTAINING A MORTGAGE,FOR FARM PROPERTY,

THE INFLEXIBLE ASSISTANCE FOR DIVERSIFICATION.

THE CURRENT FIGAS SCHEDULES ARE NOT FIT FOR PURPOSE.

FERRY CHARGES NEED TO BE FINALIZED SO FARMERS KNOW WHERE THEY STAND.

COMMUNICATIONS

OR,  SHOULD I SAY ,THE LACK OF THEM, HAVE BEEN, AND ARE STILL, APPALLING,

WITH, BROADBAND CHARGES, FOR THE SERVICE RECEIVED, IS A NATIONAL RIP OFF.

TOURISM.

TOURISM IS CURRENTLY AN EXPANDING INDUSTRY & OUR NEXT BEST SOURCE OF INCOME.

NEXT TO FISHING.

HOWEVER, I DO HAVE GRAVE CONCERNS, FOR THE 2010/2011, SEASON, DUE TO ,

THE ONGOING ECONOMIC RECESSION.

I FEEL, GOVERNMENT, SHOULD BE LOOKING AT, INCENTIVES TO ENCOURAGE, CRUISE SHIP OPERATORS, TO RETURN TO OUR PORTS, BY REDUCING THEIR TAXES FOR A SEASON OR SO.

CHILE HAS RECENTLY ANNOUNCED IT WILL BE MAKING HEAVY INVESTMENT IN THEIR

DOCKING FACILITIES FOR CRUISE VESSELS.

THE GOVERNMENT, NEEDS TO PUT, MORE IMPETUS, INTO IT’S PLANS, FOR A DEEP SEA PORT.

OR, WE WILL BE, LITERALLY IN RISK - OF MISSING THE BOATS!

FOREIGN AFFAIRS

WE CONTINUE, TO EXPERIENCE, ARGENTINE AGGRESSION ,IN ONE FORM, OR ANOTHER.

WHILST ARGENTINA, CONTINUES TO BEHAVE, LIKE AN ADOLESCENT DEMOCRACY,

THERE IS, NO ROOM, FOR COMPLACENCY.

WE MUST, CONTINUE, TO ATTEND ALL, THE CURRENT FORUMS

TO CLAIM OUR FUNDAMENTAL RIGHT TO SELF DETERMINATION, WE MUST HOWEVER ALTER

OUR CURRENT PR STRATEGY, TO ENGAGE, THE ORDINARY ARGENTINE, IN THE STREET,

TO INFORM THEM, OF THE REAL FACTS, REGARDING, THEIR MYTHICAL, MISCONCEPTION, TO THEIR CLAIM.

ADDENDUM

The Race is on.

Or They are Off to a SHAKY Start.

The letter of 21st October, from the AG’s department, may well have been a reaction to my enquiry.

Of the Chief Returning Officer, regarding Section C-Election Candidates Guidance which refers to Election expenses ”Which may be subject to change etc” Note ends ’For confirmation of the current expenses limits, please contact the Returning Officer.
Which I, duly did, only to find the aforesaid officer out of the country!

However the farce continued, when the Attorney General issued a further
E-Mail on the 23rd October stating his previous E-Mail was incorrect, and advising Candidates of the correct information.

Bearing in mind this is not a Snap Election, the Administration has had FOUR YEARS to prepare.

It does not bode well for the remaining procedures.

More to the point, I do not expect such Elementary Mistakes from two Senior Members of the Administration who collectively Cost The Tax Payer in Excess
of £180,000 PA in Salaries

                                                      FINALLY

                                                  MY PLEDGE TO YOU-ONCE ELECTED

I WILL STRIVE, TO SEEK FAR MORE, TRANSPARENCY, WITHIN GOVERNMENT

ALONG WITH, FAR MORE, ACCOUNTABILITY.

I WILL, ALSO STRIVE, TO ACHIEVE IMPROVED ENGAGEMENT WITH THE ELECTORATE

I WILL ALSO STRIVE FOR LESS FIG PLC AND A LITTLE MORE FIG TLC

I WOULD URGE YOU ALL TO MAKE YOUR FEELINGS BE KNOWN, BY VOTING.

IF, YOU ARE LOOKING, FOR A FRESH PERSPECTIVE, ON YOUR LEGISLATIVE ASSEMBLY

                                                THEN VOTE FOR ME

PLEASE FEEL FREE TO CALL ME SHOULD YOU WANT TO DISCUSS ANY TOPIC.
