26th JUNE & 3rd July 2009


 


 


The meeting held 26th June was convened to consider just one application – that submitted by government for outline approval for development of land south and west of Mink Park on Moody Brook Road into fully serviced residential plots for up to 19 houses.  The recommendation that such approval be granted conditionally was accepted by members, and which will allow work on ordering materials to now proceed and not be delayed for reasons of shipping dates.


 


The next meeting was that of the regular gathering scheduled for July.  No less than 19 applications were included on the agenda although in the case of three of them, two were withdrawn: Saddle Computers’ submission for the siting of a Wyseplan and prefabricated garage at their premises on Lookout Industrial Estate; and the other was  Donald Jaffray’s outline application for a dwelling at 8 Brisbane Road.   The third submission was that by Roger Howells for the creation of living area in the roof space at 112A Davis Street and it was declared that this did not constitute development requiring planning permission.


 


Four major applications were the first to be considered and were for the clearance of mines and other unexploded ordinance submitted by the Foreign and Commonwealth Office. Two of these are located in the Stanley area – minefield numbers 8 and 25 of 4.38 and 0.54 hectares respectively, with one in Fox Bay number 8 (west) of 2.45 hectares and the other at Goose Green number 11 of 2.06 hectares.


 


Members were joined by the Acting Governor, Paul Martinez, independent adviser Alistair Craib of Baric (Consultants) Limited and Ann Herrigan of the FCO. The discussion opened with a statement read by Ann Herrigan, the substance of which it was said would be provided to the media before her return to London.  Following a number of questions and observations from members, it was resolved to grant conditional planning permission for all four applications.


 


Next to be considered was the proposal by Fortuna Limited seeking outline consent for the erection of a dwelling comprising two units on land at 20 Fitzroy Road.  Four letters of comment had been received from members of the public and were included in the agenda. After considering these, members resolved to grant conditional outline planning permission for the development.


 


Also granted outline consent was Ralph and Leeann Harris’ application for the erection of a dwelling on land at 10 Dairy Paddock Road.


 


Conditional detailed planning permission was granted for the following:    the demolition of an existing shed/workshop/garage with replacement by a garage at 26 John Street for David Castle;    use of the existing hard-standing as a container park at the west end of Megabid on Airport Road for FIDC;    the erection of a flag-pole at the Jetty Visitor Centre on Ross Road for the Falkland Islands Tourist Board;    siting of a greenhouse at 13 Biggs Road for Alexander Arkhipkin;     siting of four minibuses during the tourist season at 3 Davis Street East for Kevin and Hattie Kilmartin;    and resiting of a container for use as a garden shed at 30 Eliza Crescent for Ray Williams.


 


Three applications seeking outline planning permission for the erection of a dwelling submitted by Mr and Mrs R Bryson were all refused.  The land areas were at the north-east end of Kent Road, west of 15 Goss Road, and west of 20 Hansen Hill. In each case the reason for refusal made reference to the land being within a larger area which is the subject of a comprehensive development plan being prepared by PWD and the proposal was therefore premature.


 


Just one submission was deferred pending receipt of further information: that submitted by British Antarctic Survey for temporary high-frequency radar array and associated huts at Goose Green.


 


The committee then moved on to reviewing progress being made with 29 applications for a building permit before noting the planned date of the next meeting which is scheduled for Thursday 6 August at 8.30am.
