Development Economist Arrives

A Development Economist is on the Island, working with the Development and Economic Planning Department.

Philip Spiers is the successful candidate and his visit to St Helena will be extra special, since his mother was born and raised on the Island. Philip is from Sydney, Australia and he will be spending one year with the St Helena Government.

Philips appointment has been made since the Development Economist, Janet Lawrence, is currently in the UK, undertaking studies towards her Masters Degree.

He said “I am delighted to be coming to St Helena, where my mother was born and raised. It will be nice to enjoy Island life while working as the Island’s Development Economist.”

Philip will work closely with Dr Corinda Essex to manage development projects for SHG. These projects are normally funded by organisations like the Department For International Development and the European Union.

In particular, Philip will provide economic advice on the projects and he will supervise the financial monitoring of these. In addition, he will deliver training to staff in the Development and Economic Planning Department who work in the Economics section.

Philip will also work closely with the newly appointed Government Economist to give advice on private sector development and public sector reform.

In addition, he will work on outsourcing, investment, and the infrastructure review, all from an economic perspective.

Philip has an undergraduate Master of Arts Degree in Economics, and a Postgraduate Certificate in Phamacoeconomics which allowed him to look at the economics of pharmaceuticals in health care systems.

He was working, most recently, as a Senior Health Economics Associate, and he has also worked as a Sales Force Effectiveness Analyst, IT Analyst, Logistics Coordinator, and Ford Mobility Department Coordinator. All of these roles have allowed Philip to work extensively in project management and planning which will be of benefit to SHG.
