Falklands : Falklands Planning and Building Committee Meeting Report

PLANNING & BUILDING COMMITTEE

HELD 7th AUGUST 2008

This month’s meeting of the Planning and Building Committee must be one of the shortest on record, lasting as it did for precisely 30 minutes during which six applications were reviewed by members who were led by the Chair, Hon Richard Stevens.  Apologies for absence were received from the Hon John Birmingham and Anna King and two members of the public attended.

The Chair welcomed the new Environmental Planning Officer, Anthony Payne, who had arrived in the Islands only days earlier and was making his first appearance.

In dealing with matters arising from the Minutes of the July meeting, it was agreed that, when test-firing of rapier and high-velocity-missiles during a missile training exercise to be held at Port Harriet next October and November, most members of the committee would attend.  They would be located at the range also at wild-life colonies located at Bluff Cove and East Island to determine whether there was any impact on wildlife.

Members took note that a paper on the Stanley Town Plan Review had been considered by Executive Council in their July meeting and that proposed amendments could now be prepared which will, in due course, be advertised for public comment.

The first application to be reviewed was for the siting of a Portakabin for use as a dwelling at the rear of 94 Davis Street. This was submitted by Gilberto Castro and had been deferred at the meeting held in July to await the receipt of further information which, now received, members felt able to grant conditional planning permission.

The following new detailed applications were then looked at and members resolved to grant conditional planning permission:  an extension to her Portakabin dwelling located at 1 Callaghan Road for Angeline Clarke;  the Falkland Islands Company’s proposal to extend the West Store with inclusion of a new entrance and improvements to the car park;  the erection of three whip aerials on top of an existing container and the erection of a thirteen-metre high ham-radio mast for Ian Gleadell at 4 Philomel Place;  and the demolition of the existing stockroom and erection of new with a two-storey extension to the existing maisonette at the rear of the Harbour View Gift Shop on Ross Road for The Gift Shop Limited.

There was just one application for planning permission in principle: Kevin Ross sought such consent for the erection of a bungalow on land north of H Jones Road at the junction with Snake Hill.  Members were in favour of granting approval but as this would be a departure from the Stanley Town Plan the application must first be referred to Executive Council for approval before that consent could be granted.

Building Adviser Nick Stephens then commented on progress being made with applications for building permits, before the committee reviewed two applications for Off-Street Parking Grants to which they gave their support.  These were submitted by Celia Stewart for work at 14 Allardyce Street, and by Estelle Jaffray at the access to her property on Snake Hill.

The next meeting of the committee will be held on Thursday 4th September.
