LEGISLATIVE COUNCIL REPORT

A meeting of Legislative Council took place at 1030hrs on Friday, 23 November 2007 in the Court and Council Chamber of the Town Hall.  Rev. Dr. Richard Hines, Priest in Charge of Christ Church Cathedral, led the prayers and there was a minute’s silence for the late David Taylor, who was the Falklands’ first Chief Executive.  A welcome for Mr. David Pickup and Group Captain Peter Jones took place before the election of members to Executive Council.


 


Cllr Summers was elected as EX-co Member for Stanley, Cllr Rendell was elected as Ex-co Member for Camp and Cllr Dr Andrea Clausen was elected as Ex-co Member for Stanley and Camp.


 


The record of the Legislative Council Meeting held on Friday, 28 July 2007 was confirmed and the following papers were laid on the table by The Honourable the Chief Executive:


 


 


Copies of Subsidiary Legislation published in the Falkland Islands Gazette since the last sitting of the Legislative Council and Laid on the Table pursuant to section 34(1) of the Interpretation and General Clauses Ordinance 1977.

Questions for Oral Answer:


Question Number 05/07 by The Honourable Richard Stevens


Could the Honourable Mike Rendell advise whether all non surfaced roads East and West are graded at least once annually? If the answer is yes then when is this achieved i.e. in the spring, during the summer months or throughout the year?  If the answer is no could you outline the policy?


Finally could you give an overview of where we are now with grading and repair work after the winter months and where we hope to be at the end of the summer?


Answer by the Hon Mr. Mike Rendell: Mr. Speaker, Honourable Members, first I would like to thank the Director of Public Works for his help in compiling this response.


Not all non-surfaced roads in the Falklands are graded annually.  The policy is to give priority to roads that carry the highest traffic rate.  Account is also taken for conditions on lighter trafficked sections where the (We will stop the tape here because it isn’t clear enough to give an accurate transcript.)


 


Question Number 06/07 by The Honourable Janet Robertson: Could the Honourable Richard Stevens advise what power requirements there will be for the proposed VSAT systems that will be supplied to some Camp areas, and further, who will take responsibility for the cost of installing and maintaining the power systems.


Question Number 07/07 by The Honourable Janet Robertson:  Could the Honourable Mike Summers confirm that there is a points system in place for the allocation of houses to people on the housing list, and further, that the criteria used in the points system is in the public domain?


MOTION NUMBER 2 OF 2007


 


This House proposes to debate how the processes of decision making within and by FIG can be made more open to public scrutiny, and proposes that the following options be included for consideration during the debate:


 


That some Executive Council papers be published before they are presented to Executive Council.


That discussion of these papers at General Purposes Committee is made public.


That more detailed minutes of Executive Council meetings be kept, and that open minutes be published.


That all members have the right to attend, but not to participate, at Executive Council meetings.


That part of Executive Council is open to press and public.


That Legislative Council meetings be more frequent and less formal.
