Counterpart to Head of Health and Social Services Appointed


 


 


Carol George has been selected as counterpart to the Chief Administrative Health and Social Services Officer. Carol will work closely with Ivy Ellick, OBE Chief Administrative Health and Social Services Officer and other senior managers in the department. She will assume responsibility as Head of Department following the retirement of Ivy next year.


 


In speaking about her appointment, Carol said: “I am looking forward to my new role and the challenges that lie ahead.”


 


Once appointed to the substantive role, Carol will be managing the St Helena Government’s largest department with 250 employees and a budget of over £4m. She will have responsibility for all aspects of management and administration for the Medical Services, Dental Services, Medical and Food Microbiology Laboratories, Nursing Services, Pharmacy Service, Environmental Health, Social Services and the Department’s Administration Services.


 


On a regular basis, Carol will be involved with providing effective leadership and support to heads of section with their strategic planning, budgeting, day to day management of staff and resources, and the implementation of policy issues.


 


She will also chair the Child Protection Strategy Group, the Overseas Medical Referrals Committee and be a member of other strategic working groups. In addition she will supervise and assist in the formulation of policy documents and supporting materials for the Public Health and Social Services Committee.


 


Carol will also act as an advisor and executive to the Public Health and Social Services Committee and will be Project Manager for the Department’s Development Aid projects, the Health Support Programmes and International Donor Agency projects.


 


Carol is originally from the UK but has been living on St Helena for 23 years. She has dedicated a number of years to working with the St Helena Government and currently works as Assistant Secretary (Councils) in the Office of the Chief Secretary. She commenced this role in 2003 and has provided support to the Legislative and Executive Council as Clerk of Councils. In addition she is Secretary to the Immigration Control Board, and oversees the management of the Public Transport System. Carol has also acted as Senior Assistant Secretary and Deputy Chief Secretary since joining the OCS.


 


Before this, Carol worked at the local branch of Cable and Wireless as the first Human Resources and Administration Manager. Prior to taking on that role she worked as Personal Assistant to the General Manager spending a total of six years with the company.


 


In the 1990s, Carol worked in the Development and Economic Planning Department. In 1996 she was the department’s Senior Executive Officer and in this role, she was responsible for monitoring development aid projects, paying particular attention to physical and financial progress of the projects. Carol also worked as the Department’s Executive Officer and was posted to the Public Health Department for a short period of time in a similar role before returning to Development and Economic Planning.


 


In earlier years, Carol worked as the first Librarian/Clerk at what was then the Teacher Education Centre in the Education Department. Her first job with SHG was temporary clerk and she was then appointed as clerk in 1989.


 


Carol’s career commenced in the UK when she worked for the London Borough of Bromley Council. Following this she worked at the University of London, Goldsmiths College.
