The St Helena Government has advertised for a new Head of Department to work in the Legal, Lands and Planning Department. This is being advertised as a permanent position.
The vacancy comes about following the resignation of the former Head of Department Alan Nicholls. However, the St Helena Government decided not to advertise the new post right away as they wanted to consider the future needs of the department and therefore, the role the new Head would need to play.
In the interim period, Gavin George, Physical Planning Officer, has been carrying out the duties of Acting Head of Department and will continue to do so until a Head of Department is selected.
The head of department will be responsible to the Chief Secretary for setting and monitoring the strategic development and performance of the department which deals with all of Governments legal, lands and planning matters.
The Head of Department will need to pay particular attention to managing the department, which is why the advert calls for someone with significant experience as a manager; knowledge of change management and managing people; and strategic and financial planning among other qualities.
Primarily, the post holder will be focusing on business planning, compiling budgets and managing staff. He or she will also have responsibility for Crown Estates Management and this is likely to be quite high profile, taking up a fair portion of the successful applicant’s time in the first instance. In addition, the Head of Department will be involved in writing necessary departmental strategies that will have to be implemented in line with the Sustainable Development Plan and the Investment and Tourism policies.
The post holder will have to carry out some legal work but will have the support of the Attorney General, Crown Counsel, Planning Officer and Legal Officers who will assist in respect of the department’s legal matters.
The Head of Department will also be Registrar of Ships and Seamen, Registrar of Friendly Societies and Registrar General of Births, Deaths and Marriages.
Attracting a salary of £14,388 per annum, SHG is hoping that a number of candidates will apply for the post, which closes on 23 February. Interviews are expected to take place shortly after the closing date and are to be conducted by the Public Service Commission. SHG is hoping to have a Head of Department in post by 1 April 2007 for the commencement of the new financial year.
