A meeting of the Stanley Lands Committee took place in the Liberation Room of the Secretariat at 1515hrs on Monday, 17 July 2006.  Present were Cllrs. Davies (Chair) and Summers as well as the Building Advisor Mr. A. Dawson, Ms. Alison Ingles (Crown Council), Mrs Phyl Rendell and Miss Pippa Lang.  Mrs Dominique Giudicelli (Environmental Planning Officer) and Mr Manfred Keenleyside (Director of Public Works) sent their apologies. 


 


After declarations of interest, the minutes of the meeting held on 13 June 2006 were confirmed, matters arising from those minutes were discussed. 


 


The Police Cottages will be advertised with a closing tender date early in September.  There has been no progress reported for N. Bishop and E. Cofre purchasing land on Eliza Cove Road, Planning applications have been approved for Standard Chartered Bank to lease No. 8 Gordon Lines Road. 


 


The Particle Physics Astronomy Council want to raise money to keep rather than decommission the Ionospheric Station and the lease on the Seismic Station is complete.  No further progress has been reported for the CFL Fortuna Fish Farming venture at No. 8 Coastel Road.  The draft dockyard plan is in limbo and could be considered at the next Tourist board Meeting.  The paper on the exercise of delegated powers of the Lands Committee has been sent out to Lynn Brownlee. 


 


Cable & Wireless’s request to lease land on the south slope of Mt. William is on hold because FIG do not know who their client is and the client apparently wants to locate by the FIDF Building.  The rights of way at Moody Brook is now complete.  Legislative and management proposals of the Stanley Common Ordinance have been amended to include wind turbines.  Mike Summers recommended that the matter be speeded up.


 


Mr. Paul Ellis’ request to lease land at the Canache was received at the Planning and Building Committee this morning, with questions about access arising as well as the appearance of the coastline on his proposed project.  The Dog Kennels at Murray Heights have moved and the lease of the Government Boat House is now complete.


 


After discussion about applications for building plots, EXCO papers on property transactions were debated.  No Tenders have been received for the Four Hectare Development.  No specified applicants have been asking to set up services.  The lease of “The Place” will revert to £1.00 a year and this is in line with what other youth groups are paying.


 


Fifty-Five planning applications were submitted and 49 were approved.  The FIG/FIDF Application was approved, while the FIG/FIDC application was deferred. The request for land at the Canache for Mr. Rowlands brought discussion about leaving the area in a tidy condition.  This would be discussed in the context of a plan for the shoreline.  The plan would also be time restricted.  The request for the lease of land at Coastel Road by FIDC brought up a discussion about access.  It was said that FIDC would pay £1.00 per annum rent providing the containers that would be put in the project were paying commercial rates.  The generator shed at the old ERSO Station will be offered for sale provided the highest bidder takes it away.  The same fate awaits the Cosley building now that the asbestos has been removed.
