A meeting of the Stanley Lands Committee took place in the Mineral Resources Department at 1330hrs on Tuesday, 13 June 2006.  Present were Cllr. Mike Rendell (Chair), Cllr Richard Cockwell, Mrs. Phyl Rendell (Department Agriculture and Mineral Resources), Mrs. Dominique Giudicelli (Environmental Planning Officer. Mr. Manfred Keenleyside, Mrs. Alison Ingles (Crown Council) and Mrs. Fiona Wallace Nannig (Minutes.).


 


After Declaration of interest and apologies for absence, matters arising from the meeting held on 17 May 2006 were discussed.  The discussion about 3 Police Cottages, produced little results but there is pressure from Cllr. Summers as he feels the added accommodation is needed because there is a housing shortage in Stanley.


 


The expiry of lease to Stanley Sports Association of the east end of the Stanley Racecourse – Another lease will be allocated pending planning permission. Elvo Cofre and Nigel Bishop’s request to purchase land was agreed in principle but the committee won’t comment further until plans and boundaries are sorted out.   With the lease of land at Gordon Lines for Standard Chartered Bank and with reference to the lease of land to the Stanley Golf Club – Terms of the lease have been agreed and this item can come off the agenda. 


 


The Ionospheric station should be completed soon but not by the end of the month.  There is infrastructure that as to be dealt with by Cable & Wireless and FIG as well as the FIDF.  Terms of the lease for the seismic station have been agreed and can come off the agenda


 


The fish hatchery was given permission but there are still questions about water quality.  Only a draft report had been received about the dockyard and this will have to be taken up at the next meeting.  There will be a months’ delay as the consultant is off to China.  There is also a problem getting a hold of Connie Stevens and speaking with her directly.


 


One planning application caused some discussion.  When Ron Rozee went to the UK he leased his land and along with it mining of calcified seaweed.  Seeing that the seaweed would be used on the land, no mining licence would be needed.  If the calcified seaweed were to be sold commercially, a mining licence would be required.


 


The lease of land for Mrs Joan Stephenson was inconvenient for her because the plot was too far away.  She had been grazing her sheep on the Common but this is not permitted.  Mrs. Stephenson has said that she will continue to hand feed her sheep.


 


A Cable & Wireless request to lease land on the South Slope of Mount William was put off until a more detailed plan could be received.  A licence fee of £250.00 was discussed and there were discussions about access as well.


 


An emergency item from Graham Fiddes about access to his property at Moody Brook was discussed.  Mr. Fiddes is selling his house and the purchaser’s lawyers were concerned that access to the house and land was over common ground.  While this was no problem because access to the Stanley Common (common ground) is permitted under the ordinance, a solution would mean that ordinance would have to be changed.  This was a problem for the seller and the buyer to sort out.
