Falklands : Cllr. Summers Discusses Select Committee on the Constitution

The Constitution is being discussed not only at GPC, but in the wider community.

CLLR SUMMERS DISCUSSES SELECT COMMITTEE ON CONSTITUTION

Cllr Summers has given a report on the Select Committee on the Constitution and has updated the media on the way forward with the Committee System.  Beginning with Executive Council, Cllr Summers said that Councillor representation should remain the same with ine member from Stanley, one from Camp and one representing Stanley and Camp.  Committees would be amalgamated into five portfolio areas.  Each would have a non-Executive Councillor as Chair.


 


Discussion arose around what the contents of the five portfolios would be.  Council came up with:


 


1.  Camp Issues


2.  Industry & Services (tourism , fisheries and oil, when appropriate)


3.  Health & Education


4.  Land Use and Public Works


5.  Corporate Services (Government Administration in the Falklands and at FIGO)


 


Cllr. Summers continued that the Structure of the Civil Service would be discussed.  One area is that the grading system is not the same as that in the UK and it can be confusing on job applications.  A need to improve efficiency was emphasised as well as streamlining it. 


 


Another topic bring much debate was about whether to house all government administration offices in one building.  Cllr Summers thought it was a good idea because support staff would be reduced and it would be better in bringing about good communication and co-operation.
