HISTORIC BUILDINGS COMMITTEE (12/21/05)

A meeting of the Historic Buildings Committee took place at the Archives Building at1330hrs on Wednesday, 21 December 2005.  Present were Cllr. Richard Davies (Chair), Mrs. Dominique Giudicelli, Environmental Planning Officer, Ms. Jane Cameron, Archivist and Mrs. Diane McGill, who took minutes.  Apologies for absence came from Mr. Chris Harris and Mrs. Natalie Smith.


 


After the confirmation of the minutes of the meeting held on Thursday, 22 September 2005, matters arising from those minutes were discussed.


 


Jane Cameron gave a verbal update on the windows at the Goose Green Hall.  New ones had been ordered but there wasn’t, at present, anyone who was prepared to install them.  The windows were paid for by the Historic Buildings Committee but FLH would pay for their installation.


 


Protection of historic sites in Camp is an on-going subject with Leona Roberts of the Stanley Museum being involved with the Historic Buildings Committee in identifying sites.  A plan of action is still being formulated.  Dominique Giudicelli recommended that we have a look at UK Legislation, not to copy them but to eliminate details and to see how we can formulate any legislation to the Falklands. She has copies of the UK legislation for reference. Norma Edwards was going to talk with people at Port Egmont about protection of the ruins of the first settlement.


 


A small discussion ensued about the Cable & Wireless mast by the Fire Station.  All were satisfied that it is well hidden.  Dominique Giudicelli said that in a way the trees could be preserved in order to hide the mast.


 


There were no objections to any of the planning and building applications that have been submitted.


 


The last item before the exclusion of the press and public dealt with the Draft Planning Guidance Note 1 for New Houses.  The drawings were done by Alan Dawson, the Building Advisor and they showed things like Cutting into the landscape and  Steping the building to fit the slope.


 


There was a discussion about new housing in in-fill plots, presumably in the centre of town.  As there were a lot of questions to be answered it was suggested that the draft be submitted to the Planning and Building Committee prior to the Historic Building Committee’s further action.
