CANDIDATES FOR ELECTION IN THE FALKLANDS ANNOUNCED

It has baan announced that in accordance with section 70 of the Electoral Ordinance, the Deputy Returning Officer, Mr. John Rowland, gave notice that a poll will be taken on Thursday, 17 November 2005 at the Town Hall Stanley for the election of five Members to the Legislative Council for the Stanley Constituency. A mobile polling unit will visit the King Edward VII Memorial Hospital and Jack Hayward Housing, Stanley on the 17th of November 2005 at a time to be fixed.
Candidates who have been nominated and are standing for election for the Stanley Constituency are as follows:
John Birmingham of 4 Drury Street, Stanley: He was proposed by Rhoda Margaret McBain and was seconded by Martin Cant. Mr. Birmingham’s supporters are Marie Ferguson, Frances Biggs, Leslie Biggs and Stacy Bragger.
Jan Cheek of 35 Ross Road East, Stanley: She was proposed by Rose Ann Shirley Hirtle and seconded by Sharon Halford. Her supporters are Alex Olmedo, Betty Biggs, Stephen Luxton and Leona Roberts.
Andrea Clausen of 3 St. Mary’s Walk, Stanley: She was proposed by Cheryl Roberts and seconded by Morgan Goss. Her supporters are John Barton, Grant Munro, Sarah Clement and Janet Robertson.

Mike Summers of Stanley: He was proposed by Deborah Summers and seconded by Barry Neilson. His supporters are Sarah Clement, Jaqui Summers, Gary Hewitt and Christopher Gilbert.
IAW section 70 of the Electoral Ordinance the Deputy Returning Officer Mr. John Rowland gave notice that a poll would be taken on Thursday, 17 November 2005 at Goose Green, Fox Bay East and at the Town Hall, Stanley for the election of three Members to the Legislative Council for the Camp Constituency. Mobile polling teams will visit other areas in the Camp in the five business days ending on the 17th of November 2005 for the same purpose.
Candidates standing nominated for election in the Camp Constituency are as follows:
Roger Edwards of Lake Sulivan Farm, Fox Bay West: He was proposed by Ron Rozee and seconded by Leon Marsh. His supporters are Fiona Rozee, Paul Peck, Kenneth Halliday and Joyce Halliday.
Ian Hansen of Main Point Farm, West Falkland: He was proposed by William Reginald Pole-Evans and seconded by Peter Robertson. His supporters are Charlene Nightingale, Peter Nightingale, Ann Robertson and Diane Towersey.
Philip Miller of Cape Dolphin Farm, East Falkland: He was proposed by Robin Pitaluga and seconded by Jane Ellen Pitaluga. His supporters are Michael Minnell, Donna Minnell, Georgina Anderson Smith and Andrew Smith.
Mike Rendell of 8 Ross Road West, Stanley: He was proposed by Vernon Steen and seconded by Gail Steen. His supporters are Hew Grierson, Susan Smith, Michael David Jones and Sheila Jones.
Richard Stevens of Port Sussex Farm, East Falkland: He was proposed by Ailsa Heathman and seconded by Tony Heathman. His supporters are Hew Grearson, Michael David Jones, Sheila Jones and Terrance McPhee.
Now that candidates have put themselves forward for election on 17 November 2005, they have been invited to submit their manifestos to the Falkland Islands News Network for publication. Their manifestos can be as long as they wish and it can be submitted with a photo and/or political advertisement with it. However, submissions must be in digital format and not handwritten or faxed. This is done to protect candidates from any mistakes caused in typing or scanning the material.
Manifestos will go into a choice of FINN’s products:

FALKLAND ISLANDS NEWS NETWORK’S website at http://www.falklandnews.com. Voters overseas check these pages daily for news and information about the Falklands. No other news entities get news from this website in full. Google News takes the headlines. Readership mainly is Falkland Islanders overseas as well as interested people all over the Commonwealth.
SARTMA.COM’S website at http://www.sartma.com. Voters overseas check these pages but submissions are automatically put on Reuters and Dow Jones websites. Google News also takes the headlines from this site. Readership and service area is the South Atlantic Islands of Tristan da Cunha, St. Helena and Ascension Island as well as the Falkland Islands. Readership also includes interested people from the Commonwealth as well as the United States.
Further to submitting manifestos, FINN will conduct interviews via e-mail. A series of questions will be e-mailed and answers will be compiled and put into a report that will be placed on all outlets. Candidates can choose the questions they want to answer, however it is recommended that they make a stab at them because readers (voters) will want to make informed choices.
Publishing Political Adverts, Interviews and Manifestos is a public service of the Falkland Islands News Network and therefore is at no cost to candidates.

NOTICE OF ELECTION
(section 51 Electoral Ordinance 1988)
STANLEY AND CAMP CONSTITUENCIES
I, JOHN CHRISTOPHER ROWLAND, Deputy Returning Officer acting by the authority and in the name of and on behalf of the Returning Officer, CHRISTOPHER JOHN SIMPKINS (who at present is absent from the Falkland Islands) in respect of the Stanley Constituency and in respect of the Camp Constituency HEREBY GIVE NOTICE in accordance with section 51 of the Electoral Ordinance 1988 as follows –
(1) The number of persons to be elected as members of the Legislative Council as a consequence of the Writ of Election transmitted to me on 10th October 2005 by the Acting Governor, shall be –
(a) FIVE members in respect of the Stanley Constituency; and
(b) THREE members in respect of the Camp Constituency.
(2) Nomination papers for Candidates in respect of each of the above constituencies may be obtained from and including, today and including Thursday, 27th October 2005, but not including Saturdays, Sundays and public holidays falling between these dates.
(3) The hours between which nomination papers may be so obtained from me on the days mentioned are –
(a) between 08:30 and 11:45 am; and
(b) between 1:30 and 4:15 pm.
While I am, at the request of any person, prepared to transmit nomination papers by post or other means to any person requesting them, I cannot accept any responsibility for the safe or timely delivery or arrival of them. All persons are therefore most strongly advised that wherever possible they should collect nomination papers from me.
(4) The location of my office, for the purpose of collection of nomination papers, is the Registry Office, Ground Floor, Town Hall, Ross Road, Stanley (these Offices are immediately to the south of the Legislative Council Chamber/Court Rooms). My telephone number at these offices is 27272.
(5) The last day for delivery for completed nomination papers to me will be 27th October 2005, and completed nomination papers must be handed to me no later than 4:30 pm on that day, at the Registry Office (located as stated in (4) above). While nomination papers may be sent to me at the Registry Office in an envelope addressed to me by post or otherwise it is the responsibility of those nominating a candidate to ensure that it is actually received in due time.
(6) I shall be personally in attendance at the Registry Office to receive nomination papers between the hours of 08:30 am and 11:45 am and again between the hours of 1:30 pm and 4:30 pm on 27th October 2005.
(7) In the event that more than FIVE persons after the close of nominations stand validly nominated as candidates in respect of the Stanley Constituency or more than THREE persons after the close of nominations stand validly nominated as candidates in the Camp Constituency a poll will be necessary in respect of the relevant Constituency and will be conducted on Thursday, 17th November 2005 (“polling day”). The poll will be conducted between the hours of 10:00 am and 6:00 pm on polling day in the Stanley Constituency and 09:00 am to 4:00 pm in the Camp Constituency at polling places to be appointed not later than ten days before polling day by the Governor pursuant to section 59(1) of the Electoral Ordinance 1988 BUT SUBJECT –
(a) in respect of the Camp Constituency, to any direction by the Governor under section 61(1) of that Ordinance permitting electors in that Constituency, if they wish, to vote during the visit of a mobile polling team to any place in that Constituency during the five business days ending with polling day;
(b) in respect of both Constituencies, to the provisions of the Voting in Institutions Regulations 1993, which permit inmates at the Kind Edward VII Memorial Hospital and the Jack Hayward Housing Stanley, and certain members of staff employed in relation thereto to vote on polling day during a visit by electoral team to those Institutions.

LT. RICHARD NUNN REMEMBERED

A memorial to the late Lt. Richard Nunn RM, who was shot down in his helicopter by two Pucara Aircraft during the 1982 Conflict near Goose Green was unveiled in a moving ceremony on the afternoon of Wednesday, 26 October 2005.
Fr. Peter Norris from St. Mary’s Catholic Church in Stanley and the Padre from Mount Pleasant, Rev. Wakeham-Dawson officiated at the brief ceremony, which was attended by approximately 30 Military and civilians.
The memorial consists of a cairn with two brass plaques. One plaque gives details of the action in which Lt. Nunn was killed and the other commemorates the man.

ANNOUNCEMENTS:
The Museum and National Trust is proud to announce that as part of a special Trafalgar 200 display a collection of original letters written by Admiral Lord Nelson can be seen in the Museum. These six priceless items have been loaned to the Museum and National Trust by the noted Nelsonion Collector Mr. P. C. Lascaredes and will be shown in the Falklands for one week only. It is a great honour to have these letters written by Britain’s greatest naval hero in the Falkland Islands. Do not miss this singular opportunity to see them.
The annual General Meeting of the Falkland Islands Cricket Association will take place at 1900 on Monday, 14 November at the Narrows Bar. Would all members who are unable to attend please return their completed proxy form to the Acting Secretary by 11 November. From Media Ops: In response to recent delay to the air bridge, Media Operations at MPA announce that the Air Atlantic 747 should be back in operation later next month. The current delays are due to the MoD commitment to troops in Iraq and these delays will be rectified as soon as the 747 is back on line. The Tri-star has been pulled off other commitments to come to the Falklands and if maintenance is required, then there are not enough resources to divert more aircraft. The fleet is under pressure due to other commitments and, if the high standards of RAF maintenance are to be achieved, then there will be delays. The contract for the airline is a matter for the MoD.
In the up coming weeks troops at MPC will be going through a number of exercise scenarios as part of annual training. All visitors to MPC and Falkland Islanders should be aware that personnel will be at a heightened state of alert. This in no way represents a real time security stance and is simply for the training period, however visitors are to ensure they have the correct ID. Troops will be walking round in full combat equipment with weapons. The exercise period lasts between the dates of 31st October to 4th November
The Community Library at FICS will be closed Saturday, 29 October 2005.
The Public Works Department have closed Ross Road between Barrack St. and Villiers St. to allow for surface repairs to be carried out. It is intended that the road will be opened at peak times – mornings, lunchtimes and in the evening in order to minimize disruption. But for the rest of the day no through traffic will be permitted. On the occasions when the road is opened the surface will be rougher than usual so drivers should pass through the works at a slow speed.
