RESTRUCTURING – HEALTH AND SOCIAL WELFARE
SHG is modernising and restructuring to strengthen lines of accountability within Government, and more clearly link policy with political oversight, decision making, programme delivery and value for money. SHG is set to become a smaller, more tightly focused and higher performing organisation, with better lines of communication and accountability.
As part of this process, restructuring is also taking place within the Health and Social Welfare Directorate, with Carol George, Director of Health and Social Welfare, joining Corporate Services as Corporate Services Executive Manager, in an important role at the centre of Government.
In her new role Carol will be responsible for embedding public sector modernisation initiatives across the public service, with an emphasis on raised productivity and efficiency. Working closely with Directors, she will ensure a high level of customer service, developing the Corporate Services strategic plan that supports the overarching Sustainable Development Plan. Carol will also be the Accounting Officer for Corporate Services and provide leadership and direction to the administrative team.
SHG is now in the process of recruiting (internationally) Carol’s successor, along with a new Chief Medical Officer. These changes and Carol’s move are expected to take place in April/May this year.
Additional work will now focus on implementing the changes within Corporate Services and the Physical Environment Directorate (PED), and on ways of improving efficiency and service delivery across the whole of SHG. Further staff changes will also take place later this year, with Derek Henry, Manager Central Administration, moving to provide important managerial support to PED. Mobility within the public service allows SHG to place expertise where it is most needed, whilst at the same time allowing for individual professional development.
Rationalisation and restructuring is an evolving process and will continue beyond April 2013. Additional updates will be provided in due course. Once the restructuring process is complete, the new SHG structure will be published on the SHG website (www.sainthelena.gov.sh).
