We had another a short but useful meeting, completing the business in a little under an hour and a half.

We had another a short but useful meeting, completing the business in a little under an hour and a half.


 


We moved swiftly to the first item of business, for which we were joined by the Director of Corporate Procurement (Dr Essex) and the Manager of Projects (Alfreda Yon). The subject was a draft project for submission to the United Nations Development Project Fund. The Fund had already indicated provisional approval of a sum of £51,385 to follow up work from a previous project.


 


The project will support aspects of the work of SHAPE (for example in training and the provision of safety rails); and fund the acquisition of various aids for the disabled – including hearing aids, prosthetics, and establishing a loan pool of items such as bath seats and raised toilet seats.


 


Members advised, and I agreed that the proposal should be submitted; but concerns were expressed about longer term support for the disabled and the need to establish a strategy – and a budget provision – for this. There was some uncertainty as to which Council Committee might best take the lead on this, and we will revisit the matter at the next meeting.


 


We then approved the minutes of the last meeting, and dealt with a few matters arising.


 


The second formal paper was one about the future ownership and management of the ‘Mike Boat’. This craft is currently on an indefinite loan to SHG from the American Navy, and is managed on behalf of SHG by Solomons. There is a suggestion that the loan arrangement might be replaced by transferring ownership. Members had concerns about ensuring that any new arrangements are consistent with SHG investment policies; after a thorough discussion, they advised that the proposals should be explored in more detail before any decision could be made.


 


Under AOB, we discussed the forward schedule for the RMS St. Helena. Currently, a firm schedule has been published through to September 2012. St. Helena Line has recommended extending this to January 2013, with a provisional schedule through until Easter 2014. Council advised that, subject to checking 2 or 3 points of detail, the proposed schedule is acceptable. I shall be raising these points of clarification with SHL over the next few days, so there will be a short delay before the new schedule can be published.


 


I ended by reminding Members that there will need to be an ExCo next week, in order to discuss matters for submission to the next formal meeting of Legislative Council, then closed the meeting at 10:55am
