Two applications for planning permission in Dury Street and Pioneer Row were turned down by the Planning and Building Committee at last week’s meeting.

Two applications for planning permission in Dury Street and Pioneer Row were turned down by the Planning and Building Committee at last week’s meeting.

 

Chaired by Councillor Sharon Halford, and supported by Cllr Jan Cheek, two members of the Historic Buildings Committee also attended to assist in discussion on the two proposals affecting listed buildings.

 

The first of these was for the replacement of existing windows at 20 Drury Street with uPVC models. Due to the owner being in the UK, Colin Smith, the builder, made the submission when he discovered that the especially made windows were uPVC and not wood as required by the Historic Buildings Committee.

 

After much discussion, which included reference to another dwelling in Drury Street where such windows had been installed prior to listing, it was resolved to accept the recommendation of Antony Payne, the Environmental Planning Officer, that planning permission be refused.

 

The second proposal was a submission by Mike and Jacki Summers for the demolition of three sheds and the erection of a two-storey dwelling at 12 Pioneer Row having frontage to Brandon Road.

 

This, too, was recommended for refusal on the grounds that the building failed to respect the established building form and would lead to a significant loss of amenity, failing to safeguard the built heritage of this historic part of Stanley by virtue of its size, design, colours and materials. This also led to a lot of discussion and the recommendation was eventually accepted by a majority of members.

 

Attention then turned to the remaining 14 applications, and in each case the committee granted planning permission with conditions imposed in the majority:

 

Erection of boathouse comprising dive centre and garage with creation of storage yard at Coastel 3 Access Road on Coastel Road for Phillip Miller

 

Erection of fence on roadside boundary over one metre high for Roy Smith at 11 Brandon Road

 

Erection of fence on roadside boundary over one metre high for Timothy Francis at 24 Callaghan Road

 

Permission in principle for the erection of a dwelling with off-street parking at 2 Callaghan Road for John and Stephanie Thain

 

Extension to dwelling, the erection of a garage and siting of container for storage for Edward Neilson at 6 Barrack Street

 

Extension to dwelling at Hawkbit on the Fitzroy Track for Jon and Maggie Battersby

 

Erection of a pair of semidetached dwellings at 76-78 Davis Street for Stanley Services Ltd

 

Conversion of loft into living area with inclusion of dormer window for Martyn Smith at 6a Ross Road West

 

Erection of single-storey dwelling with integral garage and conservatory at 22 Mink Park for Ben Hoyles and Bonnie Curtis

 

Erection of polytunnel measuring 10.9m by 5.4m at 13 Davis Street for Marvin and Trudi Clarke

 

Erection of pair of semi-detached dwellings at 19 Mink Park for Tanya Curtis also Richard Bonner and Elizabeth Newton Demolition of the existing dwelling and outline application for subdivision of land to provide four housing plots at 16 and 18 James Street for the Estate of JF and EA Biggs

 

Change to approved plans for the erection of a bungalow to the erection of a one-and-a-half storey dwelling at 14-16 Goss Road for Richard Short

 

Retrospective application for erection of a steel garden shed at 6 Davis Street East for Richard Short Nick Stephens, the Building Adviser, then reported upon the listed 18 applications made for building permits, noting that three of those where further information was awaited had now been approved and the permit issued.

 

The next meeting is scheduled for February 3.
