Falklands : Falklands Summary of Executive Council Meeting 29 April 2010

A total of 31 papers came to this month’s Executive Council held at Government House on 29th April 2010. Members attending were Jan Cheek, Dick Sawle and Roger Edwards.

A total of 31 papers came to this month’s Executive Council held at Government House on 29th April 2010. Members attending were Jan Cheek, Dick Sawle and Roger Edwards.


 


Approximately 16 of these papers were concerned with Budget process which all members had previously seen in one guise or another and with only a few very minor amendments were approved for further review at the Budget Select Committee.


 


One paper from FIDC presented the Annual Report and Accounts from 2008 – 2009, this has to come to Exco by 30th April each year, but has yet to be seen by the FIDB. The report was noted and will go back to the FIDB for comment and release to the public.


 


The Environmental Planning Officer submitted a paper requesting a licence to shoot a small number of Crested Caracaras at Teal inlet. Exco supported the issue of this licence and further delegated to the EPO powers to issue future licences rather than have to come through Executive Council.


 


Next there were two Bills to be considered for publication in the Gazette and submission to the Legislative Assembly. The Complaints Commissioner Bill was approved but the Mental Health Bill 2010 was deferred for two months in order that Members could be more fully briefed on all aspects of introducing this Bill at the July Legislative Assembly.


 


The 1996 Hague Protection of Children Convention, an update of the 1980 Convention which already applies here, was considered. Members recommended the Governor should advise the British Government that the Convention should be extended to the Falkland Islands but we will need assistance with details of legislation required.


 


There followed five papers on Immigration. Firstly there was the Strategic Review of Immigration paper which recognised there is much work required regarding detailed policies and regulation so a team lead by MLA Gavin Short, portfolio holder for Immigration, will be set up to meet fortnightly to give an initial policy thrust. The next four papers concerned individuals or families seeking Falkland Island Status or Appeals and these will be advised individually.


 


A paper from the Director of Community Safety sought authorisation to change the designation of the existing post of Prison Officer to a post of Police Officer and Members accepted this recommendation.


 


A paper to inform Exco of the proposed initiative to develop an E-government strategy and commit the necessary resources that are required to conduct this work was approved.


 


Despite the number of papers and the complexity of some the meeting ended shortly after midday.
