Five Posts Advertised by DFID

The Department For International Development recently advertised five high-level posts for St Helena. Applications for three of these posts closed on Friday 13 October and two will close on Thursday 19 October 2006.

Social Development Planner

The post of Social Development Planner is a new one for St Helena and it attracted 18 applications.

The post will run for a period of three years and during this time, the Social Development Planner will have to prepare a five year Social Development Plan for St Helena. He or she will also have to put processes, structures and systems into place to enable effective implementation of the plan. A further task will be setting up the structures, processes and systems necessary for monitoring, updating and revising the plan and subsequent social development plans. The overall idea is to ensure that as St Helena develops, the positive social impacts for St Helenians are maximised.

Change Manager

The Change Manager position is another new one for St Helena and this attracted 42 applicants.

The Change Manager will have to provide the St Helena Government with support and guidance in reviewing and improving performance to meet the demands made on Heads of Department and other senior staff. This will have to be done in the context of delivering on the Sustainable Development Plan and responding to the socio-economic changes brought about by the airport construction and related development.

Key activities will include reviewing the current way in which departments are structured and implementing any agreed changes.

Chief Auditor

The Post of Chief Auditor is not a new one to St Helena. The position became vacant following the resignation of Andy Bonner. DFID has received 7 applications for this post. The Chief Auditor will be head of the St Helena Audit Service and Auditor General of the Government of St Helena. Additionally the Chief Auditor will be external auditor to a number of other bodies including the Government of Tristan da Cunha and the Bank of St Helena.

The successful applicant will be responsible for delivering against a number of objectives and he or she will also have overall responsibility for the management of the Audit Department. Another role will be providing support and technical assistance to the Public Accounts Committee.

Government Economist

The post of Government Economist is still vacant and will not close until the 19 October. Recent Government Economists include Adrian Green and Tom Crowards.

The Government Economist will have to provide general economic advice to help the St Helena Government make informed policy decisions. The successful applicant will be involved in work designed to stimulate the private sector and support public sector reform with the objective of helping SHG maximise the economic benefits flowing from air access.

Managing Director (SHDA)

Another post being advertised is that of Managing Director for the St Helena Development Agency. This post will also close on 19 October. The Managing Director will have to provide dynamic, strategic leadership and direction for the Agency in order to make it a key player in the economic development of St Helena. The Managing Director will have to encourage and manage increased investment arising from air access and manage the Agency while meeting the needs of all stakeholders.

All of the posts are being funded by DFID and will run for a period of three years. This is with the exception of the Change Manger post, which will operate for two years.
